In order to fix this issue try changing the LOGON type of "SRM service" to use the local administrator account and not the default system account and restart the SRM service. Also have a look at this...

I upgraded the DR SRM server this afternoon.It definitely doesn't work having 5.02 at one site and 5.1.1 on another.You have to uninstall the 5.02 plug in to install the 5.1.1 plug in.
